More small changes not posted to the main site yet.
Until I say otherwise, none of these changes are available online at this time:
Rules v9: * Updated 1.5 - Players can select two tugs with their initial ship picks and they don't count against the ship class limits. * Updated 2.2 - Players without Police Ships can build Prime Corvettes and Armed Cutters as police ships instead of as Civilian ships. * Updated 2.4 - Added tables to all accessory note sections listing price and a general description of each item. All other accessories costing 1 CPV or less are now free. * Updated 3.7.6 - The Ryn automatically establish a Transporter Network in orbit of non-colony planets they control. * Updated 3.9 - Clarified some wording and players can now raid bases. * Updated 4.3 - Only ships with dropped or destroyed warp drives generate less movement points. Ryn and Romulan sub-light ships are treated like all other standard military ships.

Can races with out tugs byuild two extra ships that they use for tug functions?

Nope.
People without tugs are compensated by the versatility of the ships they have that can perform tug functions.

Armed Cutter (CUT) is in R11 and costs 30 CPV and has 2x Dr-X, 1x Ph-X, 2x Ph-2. The Dr-X is Type-G for Fed, Type-C for Kzinti, Type-B for Klingon, Plasma Racks for plasma races and more Ph-2 for the other races. The Ph-X is a Ph-1 for most races and Ph-2 for Klingons, Vudar, Hydrans, and Lyrans.
Prime Corvette (PTC) is in R11 and costs 53 and has 2x Torp, 4x Ph-X, 2x Ph-3. The torp is sometimes a disruptor, a photon, a drone rack, a single Plasma-G (one taking up both slots) or two Plasma-F's, and again the phasers are Ph-1 except for Lyrans, Hydrans, Vudar, and Klingons.
Free Escort Carrier (FEV) is in R11 and costs 30 CPV and has 2x Opt, 2x Ph-2, and carries 6x fighters. The fighters can't be assault fighters (so no Plasma-F armed fighters) and the option mounts on the ship are not very special.

RYN caturing ships? what would we do for hybrid tec? give it the armor belt equal to the ryn ship of same size turn drones to tems missles and other heavy weapons to TCB and warp to QT???

Do ships get XP for raiding? I think it needs to be addressed cuase 90% time the targets will have no fighting chance

And it says that if a race has no police ships they use ptrime corvettes instead if you wanted could you use armed cutters instead as they are weaker ships and also replace police ships foe races with none

.7.6 - RYN TRANSPORTER NETWORK Cost: 25 CPV The Ryn can set up a Transporter Network in any explored hex to allow for the use of their Transporter Link in that hex. To place a Transporter Network in a galactic hex, you must pay the cost listed above and have an anchored tug with an active cargo pod in the hex and the hex must contain a colony, small planet, major planet, primary planet, or be adjacent to a hex containing a Transporter Network. During a battle, The Ryn can transport onto their ships any items stored in cargo boxes on ships and bases they control in any hex connected to the same Transporter Network. The items transported cannot be stored in the Universal Warehouse, they must be stored in cargo. Once built, the transporter network is visible on the galactic map, so players can see what hexes it is in. Two ships of at least size-4 can can anchor themselves in a galactic hex containing a Transporter Network. If they do so and they are not crippled or destroyed by the end of the turn, the Transporter Network in that hex is destroyed.
OK i can kinda understand this but if the network is on your planet how can they destroy it witgh out first getting past the systems defences and if the ships are anchored in the hex and not crippled or destroyed the network is gone so in a fight all someone has to do is avoisd you for 5 rounds and get a stalemat and wreck your network thats a bit much
Now if they where attacked and had to win the fight that would be a bit better.

Ships without warp engines, but with impulse engines, gain 1 operational movement point
Is that going to applie to all the ryn ships?

Moving a ship that is crippled requires +1 operational movement points. A ship is considered crippled if it has taken more than 40% internals
does that include damage con x dam scanners sensors ect

how many drones can a scout control with its special sensors i know its in the books i just cann't find it
